Rob joined the Board in August 2019. Rob spent the early years of his career in the private sector before moving into Social Housing in 2014 and then into the Charity sector in 2023.

Rob is the Chief Finance Officer at Caudwell Children, a charity established for the public benefit of children in the community, delivered through equipment, treatment, therapies and support of disabled children and young people.

He has over 20 years’ experience in commercial and financial roles and is responsible for Finance, IT, HR and Facilities Management. He is a fellow member of the Chartered Institute of Management Accountants.

Rob began his career at Cheshire County Council, where he gained experience in various sectors within the IT department and served as an internal auditor in the Delivery Assurance Team. In 2012, after leaving Cheshire East Council, Rob worked as a consultant for Flintshire County Council, focusing on IT Service Improvement. He held several leadership roles, before transitioning to the housing sector in 2021 as a Service Delivery Manager for Origin Housing in London. In 2023, Rob joined Torus as a Business Applications Delivery Manager. Rob holds a BA Honours Degree in Business and is qualified in change management

Wyn Thomas

Originally from Llanrwst in the Conwy Valley and a fluent Welsh speaker, Wyn had a 40 year career in the NHS, before retiring in December 2022, including executive and senior management roles in finance, primary and community health services in North Wales for the past 30 years.

Since retiring Wyn has become a Trustee for St David’s Hospice in Llandudno and sits on both Finance and People sub committees.

Jen joined the Clwyd Alyn Assurance Committee in September 2023.  Jen is a Service Manager at Flintshire County Council with responsibility for Housing, welfare and communities. Jen has worked in local government for over 30 years and has a wide range of experience in Housing, Poverty, systems leadership and partnership working.

Tania Silva

Member of the Assurance Committee

Tania is a National Framework Manager for Construction and Consultancy Services at Fusion21. As part of her role, she manages the Construction Consultancy Framework, providing procurement services to Public Sector organisations across the United Kingdom.

 Previously, Tania led the Youth Investment Fund Framework for recipients of the Department of Culture, Media and Sport’s grant.

 Before that, the North Wales Construction Partnership, on behalf of the six North Wales Local Authorities. Tania specialises in providing compliant construction procurement services for the public sector, supporting several organisations across the UK. A collaborative approach is utilised to deliver significant construction projects, incorporating regional requirements, national policies, and innovative approaches to ensure successful project delivery.

Tania is passionate about equality and diversity. Previously, she was a board member of Women’s Equality Network Wales (WEN Wales) and has participated in programmes to encourage women to pursue careers in STEM subjects and the construction industry.

She is committed to supporting communities through the delivery of Social Value in the form of education, the creation of training and work opportunities, particularly for disadvantaged groups, and by engaging with communities to understand their needs and wants, enabling them to thrive.

Kevin Howell
Board Member

Kevin joined the ClwydAlyn Board in 2026. He is Director of Housing Services at Codi Group and has over 20 years’ experience working in housing, community services and organisational leadership across Wales.

During his career, Kevin has held a range of senior roles including National Director of the Chartered Institute of Housing Cymru and Director of Service Excellence at Linc Cymru. He has extensive experience in housing services, governance, transformation, customer experience and organisational improvement.

Kevin is driven by a desire to improve services, strengthen communities and ensure organisations make a positive difference to the people they serve.

The Board comprises eleven Board Members and two resident Board Member representatives.

As a Welsh Landlord we are required to adhere to the Code of Governance or explain why we don’t. The code comprises seven principles for good governance, including; Organisational Purpose; Leadership; Integrity; Decision-making, Risk and Control; Board Effectiveness; Diversity and Openness and Accountability. A review of our compliance to the code has been undertaken and we believe that we comply.

The day to day running of ClwydAlyn is the responsibility of the Executive Team and the Senior Managers.

The Board meets bi-monthly and there are also a range of Committees that have specific delegated authority and report to the Board on their activities.

The Assurance Committee
Provides the Board with assurance on the effectiveness of the Group’s internal control system (which includes Risk Management, Operational and Compliance controls), Internal & External Audit, Health & Safety, Financial Reporting & Care Inspectorate Wales compliance.
The Property Committee
Provides the Board with assurance on the quality, value for money and performance of investment in building new homes and maintaining existing homes.
Our People Committee
Provides the Board with assurance that our organisational climate and culture is operating and developing and is in keeping with our values and mission.

In addition, the committee ensures that staff reward, engagement, development and attracting and retaining the best people to meet our purpose is effective and that the staff, board, committee members and volunteers health and wellbeing is understood and cared for.
The Resident Committee
Provides the Board with assurance on Resident engagement, Resident scrutiny, performance on services to Residents and Resident influence on services.

Resident Scrutiny is defined as – adopting a resident centred approach to services provided by ClwydAlyn which delivers benefits to tenants, residents and communities. Scrutiny should lead to a continuously improving service; through tenants and residents shaping and being involved in decisions taken by ClwydAlyn.
